About Us

The Pacific Health Policy Group (PHPG) is a national health care consulting firm that specializes in assisting federal, state, and county government agencies with the development, implementation, evaluation, and reform of public health care programs. The firm also provides consulting services to managed care organizations and providers serving beneficiaries of these programs. 

 

PHPG has offices in California, Illinois, and Vermont.  PHPG is composed primarily of senior level consultants with decades of public health and policy experience, including clinicians, academics, former state policy makers, and business and legal professionals. We pride ourselves on a collaborative, “do what it takes” culture and delivering the highest value to our clients.

Meet Our Directors

PHPG was formed in 1994 and is co-directed by Andrew Cohen and Scott Wittman.  To learn more about Andrew and Scott, please see below.

Andrew Cohen, MBA

Andrew Cohen over thirty years of experience in health care policy evaluation, program development and financial analysis.  His areas of expertise include planning, development, implementation and evaluation of state-level health reform initiatives, including Section 1115 managed care waiver programs in rural states.  His work has included development of partial risk, community-based managed care programs as well as traditional full risk capitation models.  Andrew came to PHPG from KPMG where he served as a Manager in the firm's National Health Policy Group.  He received his MBA from the J L Kellogg Graduate School of Management at Northwestern University and his BA from Occidental College.

Scott Wittman, JD

Scott Wittman has over thirty years of health care consulting experience, with expertise in the design, implementation, and administration of publicly-funded health programs.  He has assisted numerous states with development and implementation of managed care initiatives, performed rate setting and financial analyses, and drafted statutes, regulations, state plan amendments, and Provider Manuals for Medicaid programs.  Scott has performed Section 1115 waiver evaluations for the states of New York, Oklahoma and Vermont.  Prior to joining PHPG, Scott served as a Manager in KPMG's Government Services Practice.  He received his JD from the Loyola University of Chicago School of Law and is a member of the Illinois Bar.  He received his BA from Knox College.
